Hitting 500KB is easy if you remember the "Two-Step Dance." Step 1: Resize the dimensions to something normal, like 1200 pixels wide. Step 2: Compress the JPG quality to about 70-80%.

If the limit is exactly 500KB, it will likely get rejected — many forms are strict. Drop the quality just a notch more in your compression tool. Going from 520KB to 490KB is a tiny change that affects zero visible quality.
Go to File → Export → Save for Web. Select JPEG format. In the bottom left, it shows estimated file size. Adjust the Quality slider until you're just under 500KB, then click Save. Photoshop's Save for Web is one of the best tools for this.
