Why "just compress it more" isn't free

Of the three, bitrate is where compression tools do their heaviest lifting - dropping bitrate on a 1080x1920, 30fps clip can cut file size dramatically while resolution and frame rate stay untouched, which is usually the better tradeoff than shrinking the frame itself.
MP4 with H.264 is the safe target
The most broadly compatible and TikTok-friendly export combination is MP4 (or MOV) video wrapped with H.264 video encoding and AAC audio - this pairing balances quality against file size better than most alternatives and avoids re-encoding surprises on TikTok's end after upload.
